Rug Care

Just bought a house with all hardwood floors and need to buy about a million rugs. I found a great one from joss & main for under our dining table and my mom asked if I treated it with scotch guard for stains. I didn't know this was possible, you you do this?

Also I've found great sites for rugs, but where do you buy your rug pads? Is it ok to go with the cheapest or does quality matter here?
