Can anyone explain to me why Steve Scalise tried to rip the "Black People Aren't Apes" sign out of Al Green's hands during the SOTU?

And why they had him escorted out of the event?

I'm at a loss for understanding why. The only thing I can come up with is that they DO think black people are apes.
