The Washington Monthly is trying desperately to change the perception of colleges. Their rankings are tilted heavily in the direction of public schools and against liberal arts colleges:

On the surface, Washington Monthly is funded by Lumina Foundation, but the real money is coming from the Bill & Melinda Gates foundation which is behind many proponents of school reform - typically opposed to teacher unions, liberal arts education and the high cost of private colleges.
