i think lands end has one you can print out and then stand her up on to see where it falls. If you are looking bc you are buying a gift I will tell you my 22 month old is a 6.5-7 (22-23 euro) but i think she has big feet. we have gotten a fair number (3 prs) of shoes as gifts that were too small so make sure they are returnable (if a gift).

My DD will be 2 in April and she wears size 5 and has some room in them.

DD wore a size 7 by the time she was 1, but DS is barely a five at 18 months.

I think that every brand is different, and if you're trying to buy online, see if the shoe company has a printable shoe sizer.
