The Writer's Center in Bethesda has classes on various aspects of writing, including writing proposals. They had one a few weeks ago on writing proposals - I didn't attend, but as I recall it lasted one afternoon and cost in the range of $100-200.

OP here. It's actually not for me. A friend asked me to read a rough draft of her memoir proposal (I'm a short story writer), but I'm having trouble assessing it because I don't know much about the conventions of writing a memoir book proposal. I have googled it, but I'm having trouble cutting through all the info out there and was hoping someone here might have some experience.

I think Politics and Prose has had and may still offer classes on memoir writing, taught by successful memoirists. Your friend might find something like that helpful.
