School lost my grant and now won't let me use it. Advice?

My husband is in the Air Force. We had our two sons and I stayed home to raise them.
When they started school, I decided to finish my degree.
I qualified for a student grant through the Air Force Aid Society (AFAS). It was sent to my school's financial aid department and was promptly lost.
The school took about 2 weeks to attempt to find the check but were unable to.
The school requested a new check from the AFAS, which took 2 weeks to arrive.
In that time, my tuition was due and I promptly paid it from my own funds.
Today I recieved an email from my school's business office and was informed that my grant check will be returned to the AFAS, as my tuition was paid.
I read the grant guidelines and noticed that the grant can be used toward any school related expense.
The grant is worth $1100 and I have official receipts for nearly $2000 worth of school-related expenses that I paid out of pocket.
I plan to bring my receipts to the business office on Monday in order to appeal this decision.
Does anyone have experience in dealing with this type of situation or any advice to offer
