internet service for lower income families?

A few days ago I read here (or somewhere else?) about internet service for low cost to lower income folks. I think it was specific to the DC/metro area. Does anyone know what this service is?

I don't know about the above. That may be one option.

Has anyone actually used this service? It looks like Mobile Beacon is run over the CLEAR 4G network, which has pretty terrible reviews in terms of broadband functionality.
