stain/painted parquet flaking off

I'm not sure on the terminology so google is failing me. But we bought a condo with what looked like dark stained parquet floors. Fast forward six months and huge chunks of the "stain" are flaking off, revealing the normal blonde parquet. We can't afford to redo the floors for a few years so I'm trying to figure out what the seller did, so we can at least patch the spots around the edges then put down more carpets to prevent further flaking before we tear them out and put in hardwoods. Any idea what I'm talking about or what my options are?

Stain does not flake off because the wood is actually stained, so the color is in the wood not on the surface. What you see flaking off is likely varnish. Unfortunately, the best way to find this is to have the floors redone. So sorry!
