will target/walmart/payless sell soccer cleats?

Sports authority and modells are a better bet - they sell inexpensive ones.

Target has Puma for $20 and check Payless' website, I think they also sell cleats.

target definitely has them. they are in the sports section though, not in with shoes and sneakers. They are about $20
