I’d be willing to bet that the kids vandalizing the bathrooms are the same kids who are misbehaving in the classroom too. If they start dealing with discipline properly in other ways then the bathroom issue will improve by itself.

I hadn't heard about vandalism. The issue seems to be schools locking the bathrooms.
