Process for PreK questions

okay, I feel like I should be able to figure this out, but want to be sure I do it right:
Applying for PreK. My inbounds school has PreK, which I am considering. I would also like to apply OOB to a few other schools. How do I do this? Specifically,

a) do i just go to the DCPS website and just apply for all of them in the order I would like to attend them?
b) do I go to my local school, let them know we are interested in PreK, and apply online to the other schools, see what happens and just notify my local school if I get one of the others?
c) Random question I don't understand about the OOB process. Let's take a school like Janney (not my inbounds school). A child gets in out of bounds at PreK. The next year, due to kids coming from their private preschools, there are too many kids for K. What happens? Do the OOB kids who were there for PreK get kicked out? Do the inbounds kids get shut out? Or do they overcrowd the school for a few years?

Thanks. I really think I am an idiot today so I have follow up questions:
(a) do I apply online or in person for my inbound PreK?
(b) What if I choose not to go DCPS for PreK, is there a chance my child could get closed out of our local school at K based on the number of OOB kids that got in at PreK, plus other inbound kids?

A) either, online is easier
B) impossible. Kindergarten is compulsory. You are guaranteed an in-boundary spot beginning in Kindergarten, i.e. age 5 in September.

It's clear as mud isn't it? Getting into university was easier for me than preferred pre-k for DC.

No children get in out of bounds to Janney. Janney's in bounds population entirely fills all the seats available at Janney. This may change in the upper grades if a few seats open due to attrition, but no one gets preK out of bounds for Janney (or Mann, for that matter). Since preK is not mandatory, even many preK IN BOUNDS kids at Janney don't get in because they don't have enough prek seats for their in bounds population.

Once admitted out of bounds, a child can stay at the school, barring any problems such as attendance or behavior.

Out of bounds admittance in prek does not affect in bounds attendance in k-5. K-5 is mandatory and anyone who lives in bounds can go to their in bounds school, even if it means the school will be overcrowded.

What is affected by out of bounds is preK at some schools. In schools which offer prek for both in bounds and out of bounds students, some in bounds parents complain that the number of out of bounds siblings is crowding out the available space for in bounds preKers (if OOB siblings have the same priority as IB applicants). I believe this is a complaint at Murch. But this is for preK only.

OOB is a little bit of a scam, because many of the best schools like Mann, Lafayette, or Janney simply have NO OOB seats. And many other good schools (like Murch, Eaton, etc.) have very few. Still one might get lucky....

Every time I fill out the pre-K form for my in-bound school, I get an error message. Anyone else getting this? It's driving me crazy!

Yes. I cleared my cookies and tried again, but then I got an error message saying that they already had a form for my DC and would not accept the other one. So I either do or do not have a form on file (!). Will I get anything confirming they got the application?

PP that is exactly what happened to me! I tried calling some DCPS numbers but no one answered...I left voicemails...we'll see what happens. Sigh.
