I've found a lot of great shoes lately at Banana Republic. Most of them have memory foam in the insoles so they're pretty comfortable. Looks like right now they have a few ranging in heel height from 2.5" to almost 4". I've also had good luck with Ann Taylor's Perfect Pumps in the past but I think they changed their lining so they're slippery now.

I have a pair of Ros Hammerson that are similar to these and are very comfortable (for heels).

They have held up extremely well over the 3 or so years I've had them, but I try not to wear them for walking around outside, generally keeping them in my bag or at the office and only wearing them outside when I have a lot of meetings/appointments to go to.

They used to carry them at Zappos but I didn't see them there anymore.

Yes, they are. I am 53yo and can no longer tolerate any pumps that are not reasonably comfortable.

I'm the first Ros PP, and while I don't think they are the cutting edge of fashion, they work well at my conservative office. I don't want trendy with these shoes because I wear them for a while. I have lots of foot issues and these are fairly comfortable.

My favorite classic work pumps are made by Cole Haan and Rockport. A few different models, all about 2.75" heel. I can't find exact matches online, as I've had them for a few years.

I don't have these, but they look like a good option:
