OOB & Charter lotteries for older than Pre-K?

Is anyone trying to get an OOB or charter lottery position for a 1st grader? It seems like all the lottery talk is about Pre-K (not that I don't completely understand why). But, is anyone out there unhappy with their school for their K or older child? Where are you applying? What do the numbers look like? How hard is it to have any success? How hard is it for the children to switch schools if they are fine with the old school (but the parents are not!)?
