Need Recommendation for a NoVA Colorist and Frequency

Lately I have been feeling unhappy with my salon color, and $110-$190 lighter in the wallet. I frequently end up with reddish undertones, which I do.not.want. I have absolutely no red in my natural color (at least what I remember of it and what my daughter's hair looks like ha ha). And overall, it just looks kind of flat. I think the salon uses Redken products.

I really would love to find a good colorist, preferably someone who can do bayalage (sp? -- the hand-painted highlighting technique. I haven't tried this yet, but want to.). Also, any tips on how to explain what I want would be super-helpful. I just want a warm, natural medium brown, with some flattering, natural-looking highlights.

Recommendations for someone in NoVa suburbs (Any part of Arlington, Falls Church, Tysons/McLean) or Georgetown, where I could pay $200 or less for color + highlights?

Finally, one last question. I had my hair colored about 3 weeks ago and as is sadly the norm am not very happy with it. I just learned about a very important event in mid-July that I'll be attending and am thinking about just re-doing the whole coloring and highlighting process (with someone else), which means there would only be about 5 weeks in between. Would my hair be totally fried?
