I love Dr. Tamjidi. She's in the Barlow Building on Wisconsin Ave. She's very warm and accomodating to whatever your needs and isn't pushy about procedures.

Cultura on Jennifer at Wisconsin. They're excellent.

Dr. Melda Isaac in NW DC, 24th and M. She is always listed as one of the top DC derms. She isn't cheap though.

For my skin coloration/damage, I recently had the CO2 fractional laser. Amazing results. Expensive, but far more successful than skin lightening creams and other "light" treaments, IMO.
