Referred on USA Jobs - made the cert?

I was "referred" for a position in my agency, at the next grade level. Now, I don't want this job at all. I want to get on the cert, and have my current office hire me off of it. Anyone done this before? Any advice? Am I right in thinking that "referred" means that I am officially on the cert?

I think it depends on the organization. HR could have forwarded you to someone, but it may have not been the actual selecting official.....I think it's not the cert until it gets rated and passed to someone who can hire you.

I have no idea how your current office would hire you off of the cert for another job. So, no, I have never heard of that.
