Fairfax or MoCo for immersion programs?

Which county offers us the best chance of getting DC into a language immersion program? It seems like they're all by lottery - anyone know which has the best odds?

We're interested in French and German in FCPS, and Chinese and French in MCPS.

I realize there is local preference at Potomac ES for the Chinese program - does that virtually assure admission, or does demand still outpace supply? Does anyone know if there is local preference for immersion at Sligo Creek, or any of the FCPS schools?

Any thoughts as to whether one county's immersion program is higher quality?
