Cherry Blossom 10m--Can a non-runner pick up my packet (DH)?

Can I have my husband pick up the packet? The instructions imply that others picking up packets must be runners (and show ID, printed email, etc.) Is this the case? I am having a hard time figuring out when I can get down there with my schedule.

These almost always have a waiver you can sign to have someone else pick it up. Look over the instructions carefully.
