If you turn down a school this year, and realize next you made a mistake...

Can you reapply? Do they hold the initial rejection against you?

I would contact them early.

One issue is if you are applying for a formation class (like preK or K or 1st--the first class they create) on Year 1, and then after you say no and are re-applying for Year 2, it's not a formation class anymore--someone has to leave, and then you have to be in the #1 spot on the wait list. So there might be no openings, or one or two, where in the formation class you were competing for 12 or so spots.

If you are just applying to transfer in, then the odds are the same with the exception of if they will hold it against you--which other PPs can discuss.

Yes, you can reapply. Yes, they'll remember you applied and turned down the school. You may need to explain the change of heart. If the child is really strong, it may not matter. If all things are equal the other family who hasn't turned down the school may get the nod. But it's worth a try, certainly.
