CPSIA-what will happen to children's cosignment stores?

A consumer protection law that kicks in on Feb 10 will make costly toxic tests for lead mandatory for all children's clothes, including used clothes. The LA Times article below says that this law, if unchanged, should effectively wipe out children's cosignment stores. What does this mean for stores like the Wiggle Room??? Will they really go out of business? I checked their website but they do not mention this law at all...
