Stylist recommendation downtown, near MetroCenter - foil highlight with bleach

I am in the market for a new stylist. I get my hair foiled with bleach (no color, no stripes, no low&highlight, no ombre or whatever). I know what I like and it's very simple and works well for my hair. Does anyone know of a stylist in downtown DC near MetroCenter who is good at foil highlights? If he/she gives a great cut and isn't crazy pricey, even better! Thanks so much DCUM nation!

Garland at Celadon. A little pricy but worth it and he is a genuinely nice guy.

I used to use a different stylist there, and I was always jealous of Garland's clients. He was so fun, and they were so happy.
