educational advocate in Prince George's County?

I'm looking (for a friend) a reference for someone who will go to a meeting between parents and teachers and principal, to discuss behavior problems a child is having in the school.

I have heard the ternm "educational advocate before, and wonder if this is the name for such a person? Or is that just someone who advocates for special services? The child is not identified as LD and does not have an IEP.

My friend would feel a lot more comfortable having a knowledgable third party present at the meeting. Her child is in Prince George's County public schools.
