Where can I have a diamond appraised?

I got one done recently by Continental Jewelers in downtown DC near Farragut North metro. Little mom and pop jewelery store, nothing fancy but the appraisal seemed good to me. I got it for insurance purposes and the insurance company accepted it. Think he appraisal was around $100? But can't remember exactly.

I remember when i went to get my wife's appraised (for insurance) they asked for the GIA certificate. What's the point of paying you $75 if you're just going to look at the certificate? This was in atlanta

Should be true fair market value ... What someone would by it for and not replacement value (ie for ins. purposes).
