moving into DCC after 9th grade

I have friends who will be moving to Silver Spring from out of state. Their son is currently in 9th grade. If they move to Silver Spring for start of 10th grade, will he have a choice of DCC high schools, or will he automatically have to go to the one that their house is zoned for?

Looks like there is a 2nd Round of the choice process for new transfers into the DCC, forms due 2/14/14.
