Visiting DC in Feb - near gear advice

Hi! I am visiting DC next month w/ my 13 month old and I need advice about what all I should bring. We moved out of DC last August when ds was very small and I have no idea what a toddler needs for winter! I am guessing a coat, mittens - what else, clothes wise? We live in a very warm area now and he barely has any sweaters, etc. What about hats? I don't think he's wear one - should we start practicing now? My other question is about the stroller - whe have a phil & ted which I know will be a pain on the metro, but will he be warm enough in it? I know the winter has been mild so far but I also remember freezing my a$$ off with a newborn last February! Thanks and I am so jealous of y'all still living in DC - it's boring out here in the nether regions!

Weather's been very up and down here this winter - depending on how long you're staying and how much time you'll have right before you come, you may want to hold off on getting "winter" clothes until you see what the weather predictions are for when you're visiting. For a hat - I don't know that any amount of practice would reconcile my son to leaving his alone, so I'd recommend one that ties under the chin if you're getting one. Stroller should be fine - though it helps to have a spare blanket or two for covering up in the stroller if the weather does surprise you (or for protection in rain/snow in case your stroller doesn't have a good weather cover). Also - layers are very good for dealing with the fluctuating weather.

Bring blankets to cover him. You can remove them inside.
Bring a reclining stroller, for a nap...
Bring a hat and thin mittens. He might want to pick the hat, if you're concerned.
