Georgia Browns has a nice prix fixe and is always lively. Maybe heard in the Foggy Bottom direction and go to Circa, District Commons, Rasika, or Founding Farmers?

Kaz Sushi. They are very efficient about getting you in and getting you out. It can get very crowded, and the tables are pretty close together. Is that the vibe you were looking for? It will be difficult for you to linger over lunch.

founding farmers is great food and not too romantic. Georgia browns too but it can be loud over lunch.

If you don't mind a little fancy/pricey, Panache (across the side street from the Mayflower). Great tapas.

At night it would probably be romantic, but at lunch all the lawyers and reporters keep the romance factor down. Just good food.
