Recommendation for a Lender in Montgomery County for a Cash-out Ref

After reading how lending rules will be stricter after January 10, 2014 and interest rates are expected to rise, I am planning to do a cash- out refi for a long overdue renovation. Any recommendations for a mortgage lender is appreciated. Thanks!
