Ideas on how to get fed HR to give hiring mgr higher GS position?

Has anyone ever made a successful argument to have an open position reclassified at a higher GS level? I know this is difficult due to sequestration currently but any bold ideas or arguments that have worked in the past would be appreciated. I need better talent/more experienced workers, and a higher GS is the best way to get it. TIA!

I've heard that the way to raise the GS level is to add/change duties in the job description to justify the increase. But I think there is a lot of bureaucracy involved and it's not an easy thing to do. Have you talked to your HR?

Do a survey of the competitive private sector wages.

This would justify a GS bump pre-sequester.
