In home daycare with other children

I have a 2.5 year old and am expecting a baby in May. I will have to work full time and my husband works 3 days a week. I really don't want to take my daughter out of daycare/pre school where she is now because she is really enjoying it but it would be ideal if I could find a place where I could bring both children but my eldest would get some sort of home schooling. Do places like that exist in the States/DC area (I am new from Europe).
I picture a situation where someone who has teaching skills takes in children of different ages during the day (so I could bring both children). Is this even a possibility around here or do all daycares need to be registered by law.

I run a home daycare in Alexandria, and I'm planning to start homeschooling my own 2-year-old in the coming months. Right now I'm working only 3 days per week, and I have only one other child in my care besides my daughter.
Daycares do not need to be licensed in the state of VA. I'm not sure what the requirements are in the surrounding area.
