I don’t own any pets, nor am I especially concerned with my yard. With that context in mind, here’s my take:
There are neighborhood cats, mice, squirrels, rabbits, possums, deer, and I think raccoons that wander freely through the neighborhood, peeing and pooping on everybody’s yards. Moreover, while I don’t know of any in my immediate area, occasionally there are news reports of coyotes and bear in the general vicinity, and if they pay my property a visit, I’m certainly not going to argue with them about where they may choose to relieve themselves. With all the animals anointing and fertilizing my yard, I’m not going to notice if your dog contributes as well. While I do appreciate you picking up your dog’s poop, please don’t dispose of it in my trash bin. |

Dog poop left long enough...toddler inevitably steps in it and toddler's mom ends up cleaning it out of shoe treads. |

The worst neighborhood is an Alexandria townhouse neighborhood with no trash cans and very little verge for dogs to pee. Townhouse owners have dogs. They walk them to the homes nearby to pee
Of course the surrounding poorer neighborhoods have lots of trash cans for the townhouse dog owners. |

| What is the "rule" for dog handlers or dog owners to let their dog pee and poop on well maintained lawn of PRIVATE apartments'? The entitlement of these people who live in a single family home to walk their dogs on the apartments' grounds. How would they feel if the apartment dwellers came on to their single home lawns and let their dog poop? They would call out for trespassing and possibly confront the apartment living resident.
