This is exactly why I prefer hotels now. I got screwed in a similarly way when the volcano erupted on the big island

There cannot be a legal contract if there is not some type of consideration on both sides. If the owner cannot provide a habitable place to stay, they have breached the contract and legally must refund OP.

OP here. This took a while to resolve but I ended up disputing the charge with my CC for "services not provided" and won.

Ridiculous add-on fees had already made VRBO/AirBNB unappealing vs. hotels but after this mess I'm sure as hell never using them again.

Thank you for updating OP! I’m one of the posters that said your best bet was to not cancel and argue that they couldn’t provide you what they were contractually obligated to do so I’m glad it worked out!!! And I won’t be using Vrbo ever again either!

I own a rental property at the beach and would have absolutely refunded you. Airbnb and the owners of your rental property are garbage people. I'm glad you got a refund!
