I don't think the budget/appropriations process works like that. I think they develop a budget based on actual needs for a FY and then they end up receiving a portion of what they requested and figure out a way to make do. The budget and appropriations process changes each year based on the need and the available funding. It's not as though schools or school systems have savings accounts and can sit on money.
