Why is 2028 just an especially bad year?

Looking ahead to next year, it’s doesn’t look good. It’s basically Capital or bust for most folks in the DMV at this stage with MCE imploded and Rebels looking like they are trying to formulate a new team from scratch.

What are the viable options outside of Capital?

None. NL aka M&D DC will see their best players leave once they realize they are guinea pigs for the new program and being sold a bill of goods. But, that is really only 3 or 4 players total. That is the point previous posters have made is that come HS, Capital has a total monopoly but before you have multiple clubs, you need the talent.
