Impact of hiring freeze in school districts?

I know that Prince George's County Public Schools District has recently imposed a school hiring freeze; I think Montgomery County did in September. I'm not sure about other area counties.

My question is, for those school districts -- what happens if a classroom teacher either resigns, or is fired? Are the school districts able to hire a replacement if there is a hiring freeze?

In most cases - unless there is exception made by the associate sup't - there are no permanent replacements in Mo Co. for the time being. It presents a real challenge to the schools, especially with classes that require extra training (AP and IB).
