Confused about MCES stats

I was looking at the doc from MCPS which has all the stats about ES.

I got all confused when i compered these stats with stats from this site...

our school is Cloverly and in the first doc
2nd Graders that hit the Reading benchmarks
2011 - 66.7%
2012 - 56.9%
2013 - 54.9%

On the second doc, 3d Graders Reading is at 90%

What is MC measuring? 54% and 90% are really far off from one other.
Could some help me out and tell me why are these numbers so diff from one another.

I think that end of second grade benchmark is based on kids written response comprehension questions - the kind of written response they do for reading group assignments. They really get hardcore about the written response at that point, and many kids, especially those who are strong, ear;y readers, can read and comprehend much better than they can write answers to those questions. So, those 50something numbers are probably about average.
The 90% number is from MSAs which are multiple choice/bcr questions, and probably easier than the second grade benchmark type of questions.
