Property values for westover homes

Im sure there isnt an official formula out there but after reading this about the Westover Townhomes...I wonder how much will the new townhomes add to the value of the surrounding homes?

will the home prices go up 2%, 5% faster than if the apartments remained??

Or is there no way to tell..

The Westover neighborhood is already desirable. The homes immediately abutting the new townhouses mat sell faster (5 days instead of 15) but remember it is only one small group of the vast area of apartments being replaced-- at the moment
