What is the next step? Certificate ?

If you were referred, you already made the certificate. All applicants who were minimally qualified made the cert and wee referred to the selscting official.

The next step is for the selecting official to decide who to interview and who to select. Depending on the position being filled, you could be one of 7, or one of 700.

Usually how soon they will notify you to interview after being referred?

My office does within 1-2 weeks. But I think that even if the hiring official is exempted from the shutdown, s/he probably isn't authorized to conduct interviews.

It's been over 2 weeks since they updated the application status at the USAjobs.gov. I wonder, do you always conduct interviews before the issue the job offer? Thanks.

OP, it took them about 3-4 weeks to interview me for the last position for which I made the cert. It depends on how quickly they need to bring someone on board. And no, they don't have to conduct interviews. If they know who they wanted to hire before advertising, they often don't interview. As, PP noted, the timeline will very likely be affected by the shutdown. I would expect delays, even after everyone gets back to work. We were consumed with preparation before the shutdown, and will be overwhelmed with a backlog once we return. Of course, this depends on the position and agency - some are better staffed than others during the shutdown.
