My friend is a horrible dog owner

That is not to say that he does not love and care for his dog properly, but rather he is a horrible dog-owning member of society. I tolerate his dog's poor behavior (jumping up, barking, licking people who are not playing with him) when I am at his house because, well, his house his rules... but this past weekend we went to an event outside and I was just appalled at what I saw. There were a ton of people there, including children, and he let his dog run around off leash all afternoon. WTF? At one point the dog was harassing some stranger who was clearly disturbed by the dog and it took him a good minute to go over and remove him. The dog kept running up to other dogs (off leash) and barking at them while other owners pulled their dogs back to wait for the owner to come retrieve him. He also was barking continually so that we and others could hardly enjoy the event. My biggest concern, however, was that he let his dog loose where there were CHILDREN. Yes, the dog is a tame breed, but he's not small and he's all over the place and you can't predict what a dog will do if a child came up and yanked his tail. The problem is that I am just getting to know my friend and I know people are sensitive about their pets so I am not sure it's my place to say something. Dear friend, if you are on here, please just follow the law and we can deal with a loud dog but not one who's on the loose.

I totally sympathize. Why didn't the event organizer have him leash his dog?

The number of good dog owners is minuscule compared to the number of asshat dog owners.

Can you call animal control on the dog, if the owner is unwilling to take control?
