afternoon tea with children?

I would like to take a friend's daughter for tea in honor of her 7th birthday. She will likely drink lemonade or whatever, but would get a big kick out of the little desserts, etc and getting all dressed up. Any good ideas of places that won't totally break the bank?

Park Hyatt has a buffet, 25$ per person and you buy the tea separately.
