Kitchen hit water / dish washer question

I am in a brand new (1st resident) "luxury" (over priced but cheaply made) apartment. I've noticed the only time I get hot water in my kitchen sink is when I run the dishwasher. Is normal? Is there a logical reason behind this phenomenon or do I need to report it in the AM.

| That does not sound right. You should be able to get hot water at all times from the faucet. |
