Getting the run around

What do you do if someone at work doesn't do their job and it hinders your ability to do your work in accordance with company policy? You can still do your job but just not the way the company expects you to. And it isn't anything personal. The person who doesn't know you just gives you the run around or won't respond to email even after being told by his boss to do their job or where there is no specific policy to ensure that he respond to email.

Document and get your boss involved. "I could have finished this report yesterday, but Joe didn't provide me X information, and now it will take me another two weeks to get it myself". If it's company policy that you don't have access to X information, then just tell the boss you can't finish the report. It would be helpful to show that you've made several attempts to contact Joe and get the info from him.

Thanks. Don't want to cause trouble but will go up the chain of command. WTH is wrong with some people who don't do their job? Though wonder if it's really a problem further up the chain that these workers are upset and refuse to do what they're supposed to do.
