Equal Employment info on job application

HR folks, what's the deal with this form (race, sex, veteran status)? It seems voluntary, but is there any advantage for the applicant in filling or not filling it out? Is it true that it's not considered with the application and just used for bean-counting?

Fed contractors are required to collect it for their affirmative action plans and their EEO-1 reports. It is not supposed to be used as a consideration but obviously everyone has their own predjuices... Hiring managers shouldn't have access to the information.
