Plantation Shutters - cafe or short height

I want to get some plantation shutters but don't want to spend a fortune. Has anyone gotten the café style from Home Depot? I couldn't find them online but thought they might carry them in the store.

there are DIY plantation shutters out there.
They send you the unfinished shutters. You prime and paint them yourself. They send you the hinges and you install them.
Good way to save money.
I bought a house where only the lower half of the window had plantation shutters. It was awful. The sun came in and I couldn't do anything about it.

I don't like cafe anything. Cover the whole thing or not at all.
