Tropical Ice Cream in Silver Spring (just inside beltway on Georgia Ave) has an awesome brownie sundae. The ice cream is fantastic.

The best kind of places for these are chains- find a Chilis or Applebee's or Fridays or something like that. They ALWAYS have these on the menu.
