Generally when they give you an offer, you would provide it for a background check. However, if the position requires a security clearance you may need to provide it much earlier in the recruitment process so they can validate your clearance.

Not always. Some companies will run bg checks before extending an offer. We have a particular client that requires a piece run before we even submit candidates.

The candidate would always know they are providing the ssn for the bg check. We do it as part of the bg check authorization. Any company that is running bg checks wo notifying the potential employee of their rights under the FCRA is running a risk. We primarily use 3 different background check vendors. All 3 require authorization from the person for whom the check is being run.


Above is for commercial positions. As pp noted security clearance is different.
