Overseas travel with 2 year old and 9 month old

We are traveling over the holidays overseas and will have our 2 year old and 9 month old. We are thinking of purchasing an extra seat but won't be taking a car seat. Is it reasonable to think that a 9 month old could hang out in a regular plane seat--- not the whole time but while she was awake for some time. Would it be worthwhile to invest in one of those flight harnesses?

JMO, but I would bring a car seat. When we flew overseas with our 1 yo, she sat in her car seat and was able to comfortably sleep through much of the journey (esp. on the flight over when we flew at night).

My son was 11 months and we had a seat for him but he spent most of the time in my lap - including sleeping. But it was nice that he could sit somewhere else during meal times.

If I were you, I would be trying to get bulkhead seating instead of an extra seat. Also, you might be able to reserve a bassinet. I did not buy a seat for my 10 month old when we traveled last summer. But, I did get a bassinet. Even though my baby was a little big for it, she did spend a few hours sleeping and playing in it. This worked out well for us. And, a bassinet guarantees you the bulkhead seating.
