I am trying to help my husband find a non-government statistical job in the DC metro area. He is currently a PhD student in another state, but has decided he wants to find a job and quit the PhD program soon. I live/work in DC and the long distance is killing us. I have noticed most of the jobs I find online are government. He isn't able to apply as he is a Bangladeshi citizen. We applied for his green card about 8 months ago. Any advice? Anyone have experience changing from a student visa to work visa. He has a masters and BA in Statistics.

Did he already quit the PhD program? I'm not sure there's much you can do if the green card hasn't come through yet and he doesn't have a work visa.

OP, are you a US citizen? If so, when you applied for your husband's green card, he should also be eligible to receive an 'Employment Authorization Document' (also known as EAD, form I-765). This will enable him to work while waiting for the green card, without needing a separate work visa. If you are not a US citizen, then it is more complicated.

I am a US citizen. He actually already works as a teaching assistant as the university and he also worked as a TA while completing his masters as well. He's been living/working in the US for 3 years.

No, he did not quit. That would be very foolish because he has a TA and that's his only source of income.

Washingtonpost.com has a jobs section. Also the professional societies in his field will have jobs listings.

1st Do Not Quit the PhD program
2nd You will make it through the distance. He is your fiancé, you have the rest of your lives together

I can't help with your citizenship issues, but I can tell you that my husband and I lived in different states for 5 years before he found a job in DC and left his post doc in NJ. It sucked, but we made it through and I appreciate having him around every single day, 2 years later. You have the rest of your lives together. Unless he is in his first year, do not quit a program he's invested time in. He'll have to explain a gap on his résumé by explaining he's a quitter.
