Just looking at the fact that people will not be rejected or charged a higher premium based on pre-existing conditions. Does this mean everyone in the sane age group will have similar rates? Have I understood this correctly?

There is a lot going on in there. Are you talking about buying in the exchange? In general, similar rates. There will be a sliding scale for premiums based on income, though.
