Vienna - front yard fencing

What are the regulations regarding fencing the front yard in the Town of Vienna. No HOA as far as I can tell. Failing that, what can we do to ensure privacy/safety in the front yard; any ideas for clever landscaping etc?

It's 4 ft maximum height for fences that are in front of the house. Check out the building regulation on the T.O.V. website.

For a dog or kid? For a dog get an invisible fence. For privacy, consider a laurel bush or crepe myrtle for screening.
