How to fix crumbling step?

| We have a step-down living area in our basement. The riser on the step appears to be concrete (or something else very hard) and it is crumbling -- there are obvious holes throughout it. How do we fix this? Spackle? Board over it and paint the board? Any suggestions welcome. |
